Frances,

how old is Buffy?
Did she have enough exercise before you tied her up to the post?
Does she like playing ball? How is she with strangers in general?

Keep in mind that watching a ball fly through the air and bump around, or even worse, watching a whole game of basketball can be very frustrating to a dog: lots of movement, no chance to join the excitement (many play situations resemble hunting situations which can be very stressing for our canine friends). Frustration and stress can lead to lot of overexaggerated reactions....

I would recommend not taking her to the playground at all or at least tie her up a few feet away behind a little barrier, so she can relax without having to watch the action.
